At world level
In 1997, delegates from 159 countries approved the Kyoto Protocol whereby 38 industrialised countries agreed to reduce their emissions of the six main greenhouse gases by an average of 5% compared with the 1990 level between 2008 and 2012.
After Russia has signed the protocol in 2005, it comes into force for the whole of the countries signatories.
At european level
Europe is resolutely committed to renewable forms of energy and a new European directive has been issued encouraging the generation of electricity from renewable sources on the domestic electricity market.

• 10 May 2000: vote on the first reading of a project designed to increase the generation of electricity from a renewable source.
By 2010, in Europe the generation of electricity from a renewable source should reach 22% of the total generated.
